N2 - Performance measurement and management (PMM) offers organizations numerous benefits. However, such systems can rarely exploit their full potential in practice. The implementation of a PMM system causes a substantial change of the organization. By considering change management and involving employees in the development process, the chances of a success of the PMM initiative can be increased. This paper introduces a participatory model for developing a customized PMM system. The model includes several tools, which enable the organization to involve their employees in the development process and increase the understanding of the system. Thereby, commitment towards PMM can be enhanced.
