Abstract

The planning of requirements for the fire department are currently based on buildings, population counters and traffic data, which are compared to the parameters of the fire department (fire brigade, vehicles and manpower). In the course of this study, a holistic approach on these input data gets elected. From statistics, special objects and special danger areas, specific scenarios are identified and defined. For these scenarios, the necessary effort is compared with the existing capacity of firefighters. This procedure offers the possibility to show the limits of the fire brigade. This creates a transparent and comprehensible basis for the planning of requirements for firefighters and enables the fire brigade to recognize strengths, weaknesses, opportunities and threats.
