Abstract
The present paper deals with the development, the structure and general consequences of the Federal Energy Efficiency Law (Energieeffizienzgesetz des Bundes, EEffG) which was passed in August 2014 and the specific consequences for the Tyrolean energy supplier Gutmann GmbH. After the historic introduction of the political foundations, starting from the Kyoto Protocol in 1998, through the political process at an EU level over several years and on to the adoption of Directive 2012/27/EU, Article 1 of the EEffG is analyzed in detail and its consequences for the Gutmann GmbH are described. There follows a comprehensive analysis of the implementation of an energy management system according to ISO 50001 as required in the EEffG and an evaluation of the alternative energy audit as proposed by the law. The paper goes on to present models for implementing the measures offered on the basis of the Generic Management Philosophy of the Economics and Business Studies study program at the Montanuniversität Leoben, and two concrete approaches for implementing energy management systems are analyzed. This is firstly “holistic energy management for industrial enterprises” by Wolfgang Posch, and secondly the introduction of the ISO 50001 standard using the approach of the Austrian Energy Agency as described on the website www.energymanagement.at. At the end of the paper, a specific strategy is developed for implementing the planning procedure deemed to be most ideal which focuses on compliance and takes the changes to the energy market caused by the EEffG into account and prepares the enterprise for the upcoming challenges of the years to come.
