Abstract

Within the present master thesis, a business plan guiding a comprehensive broadband expansion accomplished by municipalities in rural areas is established. A contemporary and future-proof internet access represents a common societal concern without any geographic boundaries. Digitization further expedites this need. Currently copper telephone lines are applied; however, with increasing distance from telephone switches in provincial towns as well as a rising demand for broadband these lines are presently reaching their limits. Market-oriented telecommunications companies can hardly make investments to push an expansion due to several challenging factors such as low population density or urban sprawl in rural areas. Consequently, a market failure dominates. The results of missing investments are discrimination of rural population and migration into cities. It is socially necessary to solve this problem to guarantee services for the public as well as equality in society; thus, the public sector undertook the expansion task. The European Commission and the Austrian federal government announced within their strategies a nationwide broadband expansion and subsidize it with considerable financial resources. Nevertheless, the open market has not pushed forward a rapid expansion so far and rural municipality gets continuously under pressure. This master thesis aims to develop a guideline and business plan for municipalities in rural areas is established. A contemporary and future-proof internet access represents to accomplish a comprehensive broadband expansion with fiber optic cables. For this purpose, a detailed literature study comprising topics such as telecommunication technologies, business models as well as the legal framework was conducted. Within the practical part, two surveys were designed to investigate the present market demands for companies in Austria as well as municipalities in Lower Austria. Additionally, a survey conducted in Randegg in 2015 was evaluated in detail. This work laid the foundation for the exemplarily development of a business plan for the market town Randegg. Since, Randegg realized simultaneously a broadband expansion including the laying of fiber optical cables into each utilization unit and apartment, practical experiences could directly be re-implemented in the work. Finally, seven essential points of a communal fiber-optic network were defined, which Network operators must meet to guarantee a successful project realization.
