Abstract

Due to the rising number of tunnel kilometers in Austria and Europe, the risk of incident scenarios is also growing. Since the great catastrophes in road tunnels, intensive efforts have been made to increase tunnel safety. Austria alone disposes of 330 km of road tunnels and 160 km of railway tunnels of more than 1.5 km in length. In addition, there are currently another 300 km under construction (Brenner Basis Tunnel, Koralm-Tunnel, Semmering Basis Tunnel, Katschberg Tunnel, tunnel construction along the A9, etc.) . The danger potential arising from fires and disturbances of technical installations is constantly increasing, since modern tunnel installations are equipped with more electrified facilities. In addition, those tunnels currently under construction are much longer, which also contributes to an increased risk potential. The aim of the Master Thesis is to develop a basic concept for a training center for the training of emergency forces such as firefighters in the underground sector, which serves as the basis for the foundation planning. It deals with the planning and development of a training center at the research center "Zentrum am Berg" and uses the tool "Businessplan" for this purpose. The focus is on the concept development and an analysis of the business environment. To support the planning, a competitor analysis and interviews with stakeholder groups were conducted. The study shows that the establishment of a training center at the “Zentrum am Berg” enables a unique positioning on the market with a strong customer orientation and the excellent infrastructure in the region. The increasing demand for qualified emergency staff in underground facilities is a strong argument for the implementation of the planned project in 2018.
