Abstract

In the Renewable Expansion Act (Erneuerbaren-Ausbau-Gesetz) it was stipulated that Austria’s net balanced electricity demand should be covered 100 % with renewable energy sources by 2030. In order to cover the additional demand of 11 TWh annual energy yield from PV and 10 TWh annual energy yield from wind power, three location scenarios are developed in the course of this thesis. The output of the scenarios are PV and wind power expansion plans for every municipality in Austria. In the first scenario, the expansion targets are distributed based on the municipality-specific technical potential of the respective technology. Scenario 2 projects the previous municipality-specific expansion efforts in recent years into the future and assumes unchanged relative differences between the municipalities in future expansion developments. In the third scenario, technical and economic as well as eco-social influencing factors are integrated into the expansion plans. In addition, in scenario 3, the national PV expansion target is split up into two separate expansion targets for PV roof-top systems and PV open-space systems. The national PV expansion target for PV roof-top systems is taken over from the One Million Roofs Program (Eine-Million-Dächer-Programm) of the Austrian federal government. The calculations of the municipality-specific expansion targets for PV and wind power plants in scenario 3 are carried out using iterative weighted sum models. Preference analyses are carried out to determine the weights of the influencing factors.
