Due to the energy crisis and climate protection, the increasing importance of the provision and use of energy in companies has meant that high energy costs have become a decisive factor for profitability and competitiveness. At the same time, legal rules and regulations oblige companies to take energy-efficient measures. Public clients are also increasingly requiring suppliers to maintain a certified and upstanding energy management system. The core process of the energy management system is the energy audit, which includes all steps from the collection of energy data to the determination of energy performance indicators and the implementation of corrective measures. Responsibility for these activities lies with the local energy officers. However, the local energy officers do not perform their tasks adequately or at all, which means that the state energy manager has to take over the energy assessment itself in order to avoid gross deviations in the audits. Such deviations can lead to a loss of the certificate and subsequently to a loss of revenue. This paper deals with the investigation of the acceptance analysis between the local energy officers and the process energetic evaluation. The basic requirements for process implementation, the influencing factors and the measurement of process acceptance are considered. The aim of the work is to gain insights into why the energy assessment is not carried out by local energy officers and how these acceptance problems can be overcome.
