Safety Performance Indicators for Commercial Aerodromes

Abstract

Being able to monitor and quantify the impact of management decisions of all levels - and rectify them if possible - is among the core principles of modern management systems, as in the end it is the results which determine if an organization will enjoy success or not. When it comes to safety management in an industry which still largely relies on manual labour such as the operation of commercially operated aerodromes, it is imperative to in-volve these people - the employees whose work and significant part of their life is sup-posed to be managed. After providing a general background on the situation of the industry in chapter 1, the im-portance of safety management for commercially operated aerodromes is presented in chapter 2. Chapter 3 analyses Safety Performance Indicators currently in use whereas chap-ters 4 and 5 define a set of SPIs recommended for future deployment. Finally, chapter 6 summarizes the findings and provides an outlook towards future challenges while chapter 7 spans the arch to Generic Management. After demonstrating the need for a pro-active approach to safety management as a prereq-uisite for continuing economic success of an entity in chapter 1 and the depiction of the current status of aerodrome safety management in chapter 2, an extensive analysis of safety performance indicators currently recommended is provided in chapter 3, followed by the development of two new subsets of safety performance indicators in chapters 4 and 5. These newly established indicators significantly expand the scope of current safety man-agement systems as they are not only leading indicators but allow an aerodrome safety management team to actively control prevailing safety levels as leading indicators instead of monitoring and summarizing lagging indicators.
