This master thesis contains a concept for the reorganization of municipal authorities. The master thesis bases on the goal of the State of Styria, to develope communities so, that their intended tasks and functions can be fulfilled efficiently, appropriately and in a high quality in the future. Hereto management approaches such as New Public Management and Generic Management are applied. Based on the vision and the goals derived from it, together with the strategy for their realization, the coordination tools planning, organization, information and control as well as personnel management are used and sustainable implemented in the concept. This concept is also accompanied from the topic of change management to control the process of the planning, realization and stabilization of the change correctly. The concept was developed according to the survey of the current status entered and illustrated with the example of the market municipality Kraubath an der Mur.
